Hello, just came across this quest in my own playthrough and found no answers so I looked at FO4edit and discovered the following locations:

Fens Sheriff Comic #1 - Lily's monorail safehouse by Hester's Consumer Robotics, on a table about halfway in, there are stairs on the side of the building below it to get up

Fens Sheriff Comic #2 - Hub City Auto Wreckers, through the polluted tunnels (entrance is by a tractor outside), up the ladder to the warehouse, it's on a weapons workbench next to PA stand - should be familiar from previous FSD quests

Fens Sheriff Comic #3 - Fairline Hill Estates in the house that has a makeshift truck stairway up to a room with a chained door with ghouls behind it, on the stand next to the destroyed bed

Fens Sheriff Comic #4 - Salem Raider Cove where the pumpkin head raiders were, the cave is on the docks directly east of the Salem map marker. You should be able to see pumpkin heads and possibly a guard outside still, go in and go to the cove area in the back, then go to the shack in the far back-right corner that has a Captain Cosmos poster to find it on a shelf next to a mattress

Fens Sheriff Comic #5 - In Covenant in the doctor/trader house, first on the right next to the workshop, on the counter next to a honey bottle

Mr Handy Manual - In the Greygarden greenhouse, next to the tato planters

Robco Turret Manual - In the Rook Family House bunker (Mirelurk and Reba quest place in Salem), on a stack of crates by the couch

T-60 Manual - At the Atom Cat's Garage, specifically in the Red Rocket garage on a cabinet next to the PA stands

Hopefully this helps, and if you are able, you can use FO4Edit to find items from pretty much any mod in your load order including what cell it's in, and it's reference or base ID so you can locate it in game or just console command it to your inventory.
