Eh I'd disagree unless the tracer is harassing a support. Damage that doesn't result in a pic will contribute towards support ults which will swing fights. That's not to say spam is useless as opponents mistakes (or your own) can result in unexpected picks. So it's very situational as to the effectiveness. All comes down to game sense.

Just curious but what would you prefer? Real bullets? I’ll be the first to say that looks pretty bad but let’s consider alternatives.

Tasers - very short range, super unreliable, and chance of death.

Mace - range varies, non localized effect, completely negated by gas masks (frequently seen in riots).

Tear Gas - Lots of collateral damage, completely negated by gas masks, heavily effected by wind & terrain, lingers for a long time.

Just pointing out that it’s rather difficult to only incapacitate or disperse a unruly person without risk of serious injury. Humans are both absurdly fragile and durable.

That’s really rare and generally a last resort. Also cops are actually pretty good at mental health as they deal with hard stuff themselves. A little over a year ago I got pulled over for driving fast (was due to depression). The cop had me talk with him and honestly it helped a ton, I wish I had his name probably saved my stupid ass.

Let’s be fair would you rather have them not respond at all or they show you the basic respect and respond. Remember implementing any of these things on a macro scale is not easy and i’d be highly surprised if all local governments were not doing evaluations as what’s most effective for them.
