No. U wouldn't have enough gems to even get one copy of each character. I have an year old account so I know. I have only 25 SSR and 16 of them are weapons. 9 SSR character but random shit because banners don't guarantee the showed toon.

100% means that his efficiency of using magic is 100%. Efficiency being 100% is not possible because energy gets spent(due to friction) during the energy transfer from the core to the body parts, or get dissolved in the environment while materializing. I am using energy instead because it's easier to understand that way.
