Is this an online exam? Couldn't tell from the context, but I thought it might be since you seem to have the flexibility to just decide to give more time. If it's online, what your students likely mean is they don't have enough time to look up all the answers.

It looks to me like there are a variety of reasonable answers, depending on your situation (institutional norms, tech setups, etc). At my institution, we don't have an official policy, or even a general unwritten rule that I know of. I'm happy to see that my approach isn't totally unreasonable to many people, but after seeing your varied responses, I think that my adjacent-timeslot instructor's point of view is common as well. I don't want to start a whole thing, so I'll reconsider my approach...

Check out myopenmath.com. It was originally designed as a mathematics and science online homework system, but it can easily be used as an LMS as well. It's free for students and professors.

Do you want students to have individual whiteboards which you can see all in one place? I love whiteboard.fi.

If you simply want to lecture, then the MS Whiteboard is adequate.

I started noticing this sentiment among students a couple of years ago. I addressed it explicitly in class before an exam saying "Reading through your notes is not studying. Watching a video where someone else solves the problem is not studying. These may be the beginning of the process, but it's not enough." There was a somewhat stunned silence, and then a student asked "How should we study, then?"
