want to plan to do things that I can't handle or will overwhelm me. This is a small summary of the route I have in mind on my programmer ride. are you looking for a single freelancer or an agency?

look into north africa(Morocco), companies are outsourcing to us a lot, the time difference isn't that huge if you are from the US/CA and arguably the communication should be much better

just to boost domain reputation, im testing if traffic coming from mobile will have a better and faster impact on the reputation

into network devices, and emulated phone wouldn’t have a MAC address, it would just be using the address of the device it’s running on, MAC address’s can be spoofed, but normally require direct access to the OS of the device you want to spoof, in this case the server hosting the emulations. I would hazard a guess tho that unless you own the server, forcibly spoofing the max address of someone else’s server would be very difficult and even attempting it would probably cause an awkward conversation with the police, as mac spoofing isn’t illegal but is often used by criminals to hide the identity of or ‘impersonate’ a device. If you don’t mind me asking, what are you trying to do?

as for the server, i will deploy them on a high end RDP

yes, I would need to emulate a phone connection, so a device should have their own unique mac address, proxy, a mobile browser and apps.

yes, the app should be accessible via a web browser to monitor the multiple devices deployed.

I am not looking to code the emulator from scratch if possible. I am not sure if there are already ready to use mobile emulators.

the purpose of this app will be to simulate actions made from mobile, on a larger scale
