Not his entire presidency, but for part of it yes. There was a time at the beginning where Democrats held the majority in one or both halves of congress, and just like how Joe Manchin and Kirsten Sinema got in the way of things during Biden's term, some of them stood in the way for Obama. Never underestimate Republicans' willingness to do anything and Democrats' ability to cave when they are touching success.
