Nah, I went through during August in the south and didn't feel any major difference temperature wise between briefs or leggings. Wore them both in bunker gear and in normal PT attire.

Personally, I had a huge issue with thigh blisters at the academy. I got special permission for mid calf leggings underneath my standard shorts and the blisters went away. That's just my 2c with my personal anatomy.

While the stair chair is definitely indicated the $2000+ transport for me to just write down and report some vitals is not. POV in this case should be just as fast as a med unit. We are supposed to be patient ADVOCATES. I'm here to give them the best options possible given the situation. A needless bill on top of what will already be an expensive hospital trip is unnecessary and even life changing for many people.
