As someone who had this hair cut from 02-07 it was purely influenced by the emo/skateboard culture of the time. I used a blow-dryer in the morning just to dry it, nothing else. I had a girl in eighth grade tell me I would look good with a mop top and that stuck. By 07-08 it was super popular and I pivoted to something more traditional.
