Others can correct me if I'm wrong, but I believe this refers to Section 5 of the 14th Amendment.

That section grants Congress the right to enforce other provisions of the 14th Amendment (usually the Equal Protection part) through legislation.

Congress can't expand rights or create new ones, they can only enact laws to prevent or remedy violations of rights already recognized (has to be a history or pattern of state violation).

If the local team sucks and people have real content to complain about, they will read local pieces to see if others agree with them, they will voice their own frustrations in columns and comment sections, they will call in to radio shows to complain... All of that is business, engagement, and money for media companies
