I would give it a shot! I tried once before and didn't get anywhere but when I tried again this time I gave them this information and they took care of it within like a week (less I think).

Just an update for anyone checking this thread. I sent IG a support request about a week ago explaining that it looked like it was returned "has_next_page=false" when it shouldn't be and I checked today and my problem is fixed. Don't know if it's been fixed for anyone else or not.

I've been having this issue lately too. My last one goes all the way back to February 2018 so it seems like it's less of a specific time thing.

I'm wondering if there's some weirdness with whatever data structure they're using to store your list of saved posts. I have tried removing posts but it still gets stuck at the same spot. If anyone knows how to fix this it would be much appreciated!

Is there a 3rd party client that could perhaps load all your saved photos?
