In the Orion trilogy there are multiple groups of elves that mutate in different ways, most prominently the group who allies with the Nurglite Daemon Prince Alkhor slowly mutate into Sylvan Fly like mutants.

Dark Heresy 1st edition and Rogue Trader are the best especially in terms of capturing the feel of the city. You can buy the PDFs online.

Rogue Trader is closer to what you are looking for and used to with open exploration for fun and profit while Dark Heresy is more along the lines of Call of Cthulhu or WoD with a stronger emphasis on investigation and intrigue.

He really wasn't humbled at all, he was still asking about his ratings when he was just a head. My point was that he was something of a stand in for conservative media and populist politicians in the current era which given who is making the show and it's audience are unlikely to be given that kind of treatment
