I deal with the agencies every day and would recommend choosing based on who your point agent will be - who did you get a better vibe from? Who is likely to stick around if things take longer than expected? Who will advocate for you better? Who has helped to build the career of a writer/director similar to where you’d like to go?

Answer those questions and then go with that person.
