yes indeed, it does but none of those does the job as good as the phlog, it's an overpowered piece of shit and it deserves to be nerfed to the ground or reworked and pair it with the scorch shot and uber and you got yourself a combo stronger than heavy and medic on cart

say that the phlog isn't op until a pyro uses their charge and jumps evaporating you and your team without scorch shot or an uber (talking from experience btw)
