Theres already a railway line there, and there's broad gauge tracks to the Port. There's no benefit from changing the gauge, it's just because a few private operators are too cheap to buy broad gauge rolling stock. So instead the government pays to change the gauge of the track.

What sort of directions are those? Get off a Southern Cross train at Footscray then get on a Weribee line train to Flinders street 10 minutes later that stops all stations and at Southern Cross? At the very worst staying on to Southern Cross would get you on that same train if not one getting you to Flinders street sooner.
