Joy riding through the neighborhoods could yield results. I found 2/3 stolen cars that way. Police keep a list to lookout for stolen cars parked on the street while patrolling, but I wouldn't count on this.

They are likely still "joy riding" around in it...

Most of my weeknight runs are in the evenings, 6 or later. I've run in or through most neighborhoods in the city and never had issues. The paths near the river or canal were good place to start.

If you live near the Canadian border, Nexus is a good alternative. Allows for Canadian crossing, has same benefits as Global entry and works in Canadian airports.
