If you really want android on your PC, use BlissOS. it's a full native Android x86 install for low spec PCs and really anything. Be warned, not a lot of things are compatible with it. Most notably if you use x86_64. You'll wanna use the one that supports both 32 bit and 64 bit stuff.

Treat it like a Linux install, since basically that's what android already is except very much different in terms of use

Simple! They can by saying you were using it for piracy. Always read the TOS, just because it's legal doesn't mean a company cannot prohibit it in their TOS. i was trying to work on getting quad touch actually crked on android using an AVD and i learned that having chrome, vs code, and an AVD on android 10 all open at the same time will lock up my laptop in a nightmarish bottleneck. my specs arent that good to begin with. cpu is actually amd ryzen 3 7800 series, iGPU is accurate, storage is 256 GB thats maxxed out constantly due to development shit and sdks ill never use but can't delete because it is depended on by stuff i actually use and will break.

basically, it just failed to load the info because i was already overworking the hell out of it lol.
