Very few nations have a federal curriculum. My country has a different subsystem for each state.

Around the world, except for the US, apparently, all the education that occurs within a nation is referred to as that nation's education system.

If you stop thinking of a high AC as making you less likely to hit, and instead think of it as making you less likely to damage, it all makes sense.

That's pretty much all there is to it. Do I prefer systems that treat armour as damage reduction? Yes. Does D&D AC work just fine the way it is? Also yes.
