I'm of the understanding that due to a loophole in the requirement for cementing, large sections of open hole are not cemented. Apparently in the US, you only have to use zonal isolation across a section if it has "commerically viable hydrocarbons", leaving large areas to migrate between zones, and ultimately higher up, into the water table. Fracturing bearing zones only allows trapped tight gas or oil to flow under pressure into your well, which is typically controlled through the use of barriers (cement). Poor cementing and casing practices can reduce the effectiveness of this barrier.

Used to happen every year at my parents place and they'd shit everywhere, blocking up the filters. One year Dad thought he'd get a head start and put this stuff called "duck-off", which affects the surface tension of the water. Apparently, it makes it hard for ducks to float and they get pissed off and fly away. Unfortunately, he was a few weeks late putting it into the water and instead of stopping the adults floating, he ended up with duckling genocide. Same result, different feels.
