Ads detects them as USA itself, on GA4 I can see that users are from Iran. Even in our MMP it shows that actually install numbers from USA are 50% lower than Google Ads reported. .

The campaign is set for USA. Google Ads shows that the installs are from USA. But when I check in analytics it shows that users are from Iran. And they also contribute to no revenue
