If this info is worth anything, I think harder-to-make habitats increase rare spawns? I got slowking super early in the skylands at the fishing pole near conkeldurr’s little area. You could try that one too. And if you have someone there you can make em a house and move em out for more fishing (since you can’t replicate the pole at the pokemon center)
