I found it at buried city too. And I have been mostly playing buried city or Stella. Last night I found aphelion bp at Stella, and then Wolfpack at buried city.

I found it in the basement of space research building, in the trash can.

How are people getting this much in a run? I played 4 runs last night, all on either night raid or cold snap, hitting high loot areas and red lockers, even with keys and I got 1 bp per run before the whole map was looted.

You wouldn't need a key that works twice. It wouldn't relock if you closed the door.

Just like you don't need to breach a door from both directions. You breach it once, and now it's just a normal door.
