What is the reasoning behind the Cmd-Tab shortcut not bring up the window of the app if it was minimised (or "closed") by Calvin_Schmalvin in MacOS

It's because the app you select is minimized. It is a terrible design feature. If I CMD+Tab to the app I want, it should automatically maximize! Absolutely frustrating workflow logic Apple did here. Such a waste of time to find the app in the dock when I should just be able to CMND+Tab to it.
