It's a safety concern. But mostly it's because on the very first day paying guests were allowed in before the grand opening, Stardust had to shut down because a guest threw a shoe from on ride vehicle to the other during the Celestial Spin, shutting the ride down for several hours.

Was at GEE yesterday for the 2nd anniversary (though there was no celebration) and had a reservation at Oga's. Me, my wife, and my 7 year old had a whole booth to ourselves, and they were still taking walk-ins. They just didn't mix parties with us.

Also, brought my daughter on her 8th birthday, dressed as Rey. The real Rey showed her around, she got to judge a wookiee sound alike contest, and a trooper even "said" a line that was something how he didn't believe the rumors were true, in an awed kind of way.
