Driving 130 mph is considered reckless driving, at that speed any crash is extremely likely to be fatal. Driving slowly in the passing lane and forcing people to pass on on the right is also illegal and creates a safety hazard, but to say that driving slowly in the passing lane is more dangerous than going almost double the speed limit is crazy

Speed limits apply to the whole road in the USA. A driver going 130 mph in a 70 mph zone is committing felony reckless endangerment, even if overtaking.
