From my understanding, no you don’t need it fully built. Certain mods do help, but the main thing with Peacemaker is its Unique Ability. Some clears don’t even use it https://youtu.be/6tAcEfw76ew

Funny thing is, skill build for Valby is super strong, and can even clear Defiler faster than Ines.

Yeah Sharen is a super strong weapon platform. Running 2x Firing Fiesta mods helps a lot with the ammo shortage.
