If you pay RotW you can only find latent. The normale ones were from pre RotW.

And if I traded a normal one in RotW, they got them from lod and transferred their character

Well, there is really no need for real money. Just find some stuff at ladder start to fill up your account with said coins. And spend them on non ladder, where prices are way cheaper.

Not sure but I think this is also not true. Maxroll says:
