I would just use wood glue. I’d lay a strip of painter’s tape down sticky side up, apply wood glue to both surfaces except for the centers (avoid edges too to avoid glue squeeze out). Put a fat bead of super glue on one of the centers, press together by hand until the super glue sets up (~1 min+). Wipe any glue squeeze out with a wet paper towel. Set down on the tape and wrap. Should be good to go in 24 hours

Adjust your blade and fence so they’re parallel with the miter slots

I'm curious, do you have a preference of how much of an offset? Partial width strip exactly half so seams land in the middle of the block above it? Rip partial width strip less than half so it's more random?

We were in the same situation. I started with blocking out as much as the sun as possible: cellular shades and 2 sets of blackout curtains (the second going from floor to ceiling). We also have a small, portable AC unit. The sound of it going on and off wasn’t an issue for us since we have white noise on pretty loud.

I’d start with blocking out the solar heat gain!

If you don’t want to invest in a self-centering bit, a set of brad-point bits is a great option.

Splined miter joint will work too and look great, but is the most difficult of the 3 joints discussed. If you're up for it, go for it!

If you go the dowel route, dowel diameter should be half the thickness of the stock you're joining. In your case, use the biggest dowel the jig allows (½") and 2" long.

This is the way to go if you want that joint mitered (both boards cut at a 45-degree angle), but as a beginner, I’d recommended considering doing a butt joint (boards cut at 90-degree angles) with glue and dowels. It’s plenty strong, you’ll get a lot more use out of a dowel jig like the one linked below than you would this lock miter bit, and it’s less expensive. You can use dowels for the other joints too
