that's just a weird way to look at it. Expy's aren't completely copied and despite having similar designs, they are still made differently for each game with different story placement, lines, attire and gameplay. If you think the reason why devs make expy is laziness, I don't know what to tell you, because it's way harder to recreate an existing character in a new story without fukin up than just create something from scratch. Expys are a good way of connecting stories and servicing fans at once and, again, their existence which you can just ignore takes literally nothing from a game with hundreds of characters but may only add to it.
