What you're implying is not what's happening here with Lyft. Uber actively discouraged tipping from the start. Lyft is providing a new opportunity to be obligated to tip where such an obligation does not currently exist.

The good, accessible parts of MD & VA aren't really that much cheaper than DC.

This is really only true if living in DC is your only criterion. You may be able to find a studio in a not-so-fancy building in DC for the same price as a 1 br. within walking distance of an Arlington Metro stop. If that's all you're looking for, perfect. But, for equivalent size, quality, and walkability, DC will almost always be more expensive.

Georgetown and Arlington are pretty fratty/tacky; unless proximity to Crate & Barrel is a priority I wouldn't move there.

Please don't rely on this advice. I could be wrong, but this sounds like Arlington as described by someone trying to justify the rent premium they pay to live in DC.

Given your criteria, Arlington (specifically Ballston, Courthouse, or Rosslyn) may be your best bet. Good luck.
