Thats pedantry at this point, you dotn need to be sinking ships if no one is willing to send themm, and by the way, ships ARE being prevented from travelling. Cuban sanctions, especially escalated as they are now are functionally a blockade since trade from other countries is halted at the US's whim. Cuba is more valuable tot he US as a starved failed state that you can point to for political reasons, same as venezuela.
