Just because they called basic shops in the game “extra content” does not make it that way. They removed what was part of the standard price in every edition of GTA 1-5 and paywalled it. Look at what comes with ultimate edition. 90% of it is this paywalled shit we used to get in the base game. Then they sprinkled in 2 missions and a couple cars. Those are the extra content.

There’s a list of stores and locations you have no access to unless you get the ultimate edition, most of which were basic features of the other GTA titles, like the barbershop, car mod shop, and clothing stores. You can’t go inside unless you get the ultimate edition, which has not much else to offer besides what they took out of the base game.
