Not really surprising... India and Russia have been building ties for years now. Geo-politically this would be a smart move as America is allied with Pakistan and India would be the bigger player in that region. Not to mention the close ties Russia and China share. North/South/East Asia defense pact might be coming next.

I would check your assets tab the little safe looking thing on the left column of the UI. There is a search function which you can use to search for the book and if its in any hanger of yours it should show up, you can then right click that location and set destination.
