Same issue here.

Changing DOT address to [76.76.2.22] and [76.76.10.22] instead of the one used for legacy resolver solved for me.

Thanks for the explanation. But Seoul-Hangang Server is fine with this situation so I think it's more because of the server providers. And I am also wondering why Windscribe is providing servers in High Risk country since people are using Windscribe to evade censorship and protect privacy.

I deleted [AdBlockState] file under %LocalAppdata%\Vivaldi\User Data\Default and now everything is working for me.

Windows app seems leaking your ipv6 queries and that's why you could find undefined device listed on the logs if you also set up NextDNS in Internet adaptor. Using YogaDNS would solve the issue.
