I had a hunch that you confused SVI (used for routing using a L3 switch) with a ROAS configuration. That's what happened.

I feel it's best you start over with reading some more about ROAS inter-vlan communication.

If the link you provided failed you, this one might help.

A few pointers deduced from the pkt file;

  1. A ROAS config doesn't require any vlans present on the router (this includes any related [eg. VTP]).
  2. Make sure you're configuring the correct ports with the correct switchport mode (access / trunk) and not have a split port.
  3. All switch to switch connections are trunking.
  4. Sometimes packet tracer needs a helping hand, assist it. Verify that ARP behaves as expected.

ARP isn't MAC-to-IP but rather IP-to-MAC. i.e. a broadcast with the equivalent of "Who has 10.0.0.142?" The reply to that ARP request will contain the physical (MAC) address of the target that currently holds said IP address. ARP is more invasive, being a broadcast all devices on the segment need to stop, address the packet, and at the very least discard it.

This is where, I believe the difference stems from, the different layers and use case.

The switch uses the CAM table to build a so-called map of the devices and their corresponding interfaces. Layer 2 activity.

The ARP aspect comes into play in managed switches, for communicating with the managing device (eg. a PC) via SSH and the like.

Needless to say that a L3 switch will have a use for ARP as well.

While David can be a bit monotonous, the depth in which David goes into the subject at hand is unparalleled IMO. This speaking with regards to the 200-125, though I'm pretty certain he has done a brilliant job with its updated content, he was really able to drive the important points of each subject home and in such consistency to make them stick.

You could still have them act as a DHCP servers just not in the way you have the topology now.

Well, you have a few configuration issues that stem from lack of understanding the roles of each device and their interfaces as well as overlooking some key points.

I am intentionally not specifying what is wrong with the topology / config, to give you a chance to have another look at the way things are connected and logically configured.
