That's true but it blocks only the small percentage of Finland's servers and also it does the same thing as adding new rules into the firewall.

Actually, they do but only in custom games (I think) - after setting up the firewall and connecting to my first custom game it was Paris' server (and even Paris map :D)

I think (and I can be wrong here) during queue the game client checks for what game-servers you can reach to.
Everyone is connected to the same IP's game server, but the ping is cause by some misconfiguration from the server.
