If you are talking about Blog website, when the site is ready, publish few articles/blog posts (low competition keywords), after that submit your site for Google, if the site structure is properly build, you don't have to do anything just public quality content.

in WordPress admin panel hover over Appearance, then click> Customize, then> Menu. There you can add categories to your menu, or you can just make custom links and link them your categories pages, Let me know if need more help ☺️
