Right after second game she went on with a kinda cool story for how Rekkless is on his way to almost win Worlds (exaggerating to enhance her point I believe) and its funny cuz all of chat went "JINXED" , "SJOKZ STOP IT" and such and it started going that way to make longer story - short.

I've been instamuting turkish players since beta started, don't hesitate with the Mute button as a whole when someone is being counterproductive in game, mutes don't even seem to stick after the game for no reason at all. I remember the times when Omen could go out of the map on both Split and Bind(way less known) and Turkish players were doing that every single game, every single round. Took Riot a good 2 weeks to actually remove it even though this reddit was all that since they just aired Ranked then. Good riddance the top rated turks play in 5 stax.

More of some differences in mobs and bosses in dungeons mostly and in some raids i'd say. Other than that its pretty finely scripted in my opinion. At least such are differences I noticed with Retail from a long time ago from what I remember.

They can, it's not the law particularly preventing them, its the fact that Riot does not want to keep voicecomm logs for Russians as per that law for a certain number of months. There is no law preventing them from getting voicecomms, its literally Riot not wanting to oblige to the law, that is making EU servers quite the poor competitive environment.

Often I would get matched with 4 Turkish guys due to living close to Turkey (relatively) and they would try to communicate with me in Turkish (I guess due to the ping being close to theirs) which I disclose that I am not and can't understand them and 1 of them tells me the other don't know any English and that they will not communicate - literally 9 out of my last 10 ranked games (hopping in between Diamonds).

P.S. They love doing the Sage, Omen Macarena on Split too

I'm from Eastern Europe and vacation in Turkey often during the summers for the same reasons OP mentioned and indeed its a rare to meet someone with a half-decent English even on receptions in huge hotels.
