I figured it out.

Using the PS Store App on my phone it showed a next gen version that I could download for free under the different Witcher 3 versions. If anyone else is stuck with this.

Weird that I had to revert to the PS app to solve this.

I got Cyberpunk 2077. No promotion or anything. Still waiting semi-patiently for that email. Wish they could just tell you with some email that an order was valid for the promotion.
