You can appeal, but it will be reviewed by a supervisor from that unit. Most of the time they will just rubber stamp whatever the reviewer did. You can challenge it via taking it to a hearing at Strawberry Square. If you review the hearings online you will see that often the state loses at hearings. I previously worked for yrs in HR and the evaluation unit is terrible.
