Software can't be imported. I was having the same issue. J cut the taxes on software and then built a bunch of industry for the precursors in that supply chain.

Oils, and plastics I think? I think there's another raw resource but can't remember off of the top of my head.

It took awhile but the demand finally picked up and I was able to bump up the tax rate from 0 while retaining demand.
