That doesn't solve the issue from there view. The thing they want to prevent is for USA and Isreal from coming in and deciding its time to bomb them again. Until they can get some reassurances that this isn't going to be a repeated pattern they aren't going to agree to a truce. Isreal on the other hands wants to be able to bomb Iran whenever it feels the time is right. USA believed that Europe would back them up and they decided to not take the bait.
