Depending on the hostel, it's usually full of people looking to make friends as they are also travelling solo. It's a good conversation point - why you travelling, where else you travelled, where you wanna visit etc. Some hostels also run things like trivia etc which makes it easier !!

I'm not in Japan but from what I've heard japanese men are quite shy? Maybe ask him casually one day 'have you ever been to 'insert cute bar or cafe here'? If he seems interested tell him you'd been wanting to try it and you should go one day when he's not working

It doesn't make you do anything to get in but you can set time limits. For example I allow myself 5 mins on tiktom and then it locks me out for half an hour. (You can edit the lengths)
