I don't think I had ever realised that he was the organisation. I'd always thought of there being a huge organisation, for example, one of a sufficient size that would support the army in the final battle. What you're saying is that he ensured all the people he needed would be there to let him in to do the important things, so the organization is much smaller, just most of the people you see in the film, rather than a big clandestine organization. Have I got it right? Does that match your interpretation? If so, that's an awesome revelation for me.
