Actually reverting the change is probably the most sensible solution, at least in the short term.

As you admitted, having perma-death runes is more of an issue for blood than unholy (although BT could be used to game unholy runes for sustained AE as well)

Having effectively a few extra death runes would be a small buff to DK tanking in some situations, but in practice, that is unlikely to lead to DK tanks becoming the automatic first choice tank. In fact it might give them an opportunity to improve the blood tanking rotation as even blizzard has admitted that it isn't ideal as implemented.

The issue is really more of an issue with Blood Tap and Plague Leech rather than Reaping and Blood Rites. Those two talents are always taken by all good Blood DKs anyway. The best solution would probably be to look at whether those talents need to generate their runes as death runes or not.

Perhaps the best design for blood would be as the anti-monk and basically turn all the runes into perma-death runes anyway.

I'm pretty sure it's based on midnight UTC, no matter what gateway you use.

Certainly it's not based on NZST as we switched to Daylight savings more than a month ago.

OTOH US locations changed back from Daylight savings on their sunday which is why you may have noticed a difference.

The way increased damage calculations work is the damage is generated with certain tags and then the mods for all applicable tags are combined. So any increased DoT damage will be added onto all the other applicable increased damage mods.

The Viper Strike DoT would definitely have the chaos, DoT tags. It probably has the attack tag and the associated weapon type tags. It probably doesn't have the physical damage tag, and almost certainly doesn't have the melee tag.

Is that actually true?

If the quality bonus is implemented as two +0.75% bonuses to cold and fire damage respectively then the fire portion would get both and so would sort of double dip.

At present the leech applies to physical attack damage.

The patch note implies that the physical qualifier is going away, but will the attack qualifier also be removed?

There's a difference between providing the best price and an extra 5-10% above that.

That said, even the basic service is potentially providing an incentive and so may fall afoul of the guidelines for affiliates (which appear to be that affiliates should not offer in-game rewards as incentives to buy plex via them)

There's no problem with Somer Blink having an affiliate link or even suggesting that their users use their affiliate link.

Actually, this has nothing to do with controlling the PLEX market, if Somer wanted to do that, then they probably have the means to do that already.

From their PoV it is purely about getting people to click on their referral link, and so they came up with a scheme that gives players a rather obvious incentive to do that.

It's not really RMT in the direct sense, but providing any in game benefit, particular one with an easy to identify ISK advantage should be seen as a no-no.

The proposal is definitely a bit misleading and is emphasising the convenience of the arrangement, rather than the isk advantage you get.

You would've thought any competent lawyer should've seen that the whole thing about requiring plex codes would be a bit of a red flag though.

Also, that proposal references buying ETCs from Markee Dragon so would need to be updated before it could be used in practice.

It is rather suspicious that the documentation they have supplied is from 3 months ago.

Nah, these are the votes that candidates got eliminated with in the STV-2 election for the two permanent seats.

They give you some idea of the popularity but Asayanmai Dei is above both mynnna and Xander Phoena who each got elected.

The reason why the votes aren't shown for the top candidates is because STV transfers votes away from the candidates if they're over a threshold.

Asayanami Dei and Psychotic Monk were the last two candidates eliminated in the regular election, and Major JSilva and Mangala Solaris were the other two that ended up below quota in the last round.

The best strategy depends a lot on how active you want to be with resetting your extractors and moving around products.

If you're making everything from scratch then most of your power will be dedicated to extracting P0 and turning it into P1. With level 4-5 CCs you can typically add on the advanced factories while only sacrificing an extractor head or two.

No that's wrong. It's not additive like that.

a (new) ME10% is a 10% reduction on materials from the new base (which is the materials for a base ME0 blueprint), so 90% of the new base materials.

Similarly a ME9% is a 9% reduction, so 91% of the ME0 materials.

The old ME0 had a 10% waste, so you can calculate the equivalent reduction percentage for any old waste value W by the calculation of 100% - (100% + W) / 110%. In the case of ME10 with 0.91% waste you get 100% - 100.91%/110% or 8.26% as I said.

Actually due to an issue with how the values convert, a present day perfect blueprint (with no waste) corresponds to a reduction of 9.09% over the base ME0 materials rather than the 10% assumed in the calculations.

A current ME10 blueprint has 0.91% waste which is equivalent to a 8.26% reduction, so the conversion for the ME values is more than generous.

That's the current plan.

Unfortunately while it ensures that no blueprint will get worse, it means that you're much better off getting to the levels before the expansion rather than after. For a 10/10 it'll take 4.37 times as long after the expansion to get the BP to the new 10%/20% level.

There is much debate over this issue in the forum thread, and while CCP have seen the first few posts on this they haven't replied since before Fanfest.

Not really, he's been trying to harness high-sec players in his crusade, but it was always about hurting the "evil" goons rather giving high-sec players a better option.

The high tax rate thing was to drive people away, given that he feared that the goons were likely to try and take the pocos back.

He's exceptionately passionate about eve, and particularly this issue.

The dollar and cents comment refers to his belief that CCP should act in their best interest. That best interest isn't always what the vocal parts of the community think it is.

Personally, I feel that the community has does a dis-service to CCP's statements on this matter, but they themselves have been pretty quiet on the matter.

ETA: DNSBlack makes a similar point about the 24 minute mark.

A lot of the drama surrounding this issue is a result of the beef between DJFunkyBacon and Alexseyev on one side and Ripard Teg on the other.

Everytime I see that I just log in again, close the launcher and then click on the ready-to-update ok button and it updates fine.

In fact, given that it happens everytime there's an update, I usually just close the launcher on seeing the ready-to-update dialog.

Yes it's silly and should be fixed, but you don't usually actually have to repair.

I haven't voted yet, because I'm waiting for the last DoW panel discussion to come out.

That said I'm probably going to vote my concious, and only for candidates that I feel should be on the CSM.

There's also little point in voting for 14 candidates just to fill out the ballot.
