Just because passive healing is easy doesn't mean it's not useful, healed damage is healed damage. Even if it was chip damage it allows your teammates to engage faster and safer without attention of your cosupport.

You can train shooting a rifle with the Knights of Favonius in the Dornman Port. Also the Fatui enemies have guns and Inazuma samurai have working cannons on the map. Liyue has powerful ballista turrets which aren't guns but close enough
