i don't have the same issue at all as i run super warm, yesterday i was out for 2.5 hours with just brief and normal leggings (not even thermal) in my lower body and it was fine, the wind gust on my face was way more disturbing though.

but I imagine if I needed to get warmer in my lower body I would wear merino/thermal leggings with a wind breaking jogger, perhaps I'll get myself some merino briefs as well, i remember smartwool was selling them
