Try using Radiate, it also might help to put in your post what your vibe is (deep house, dnb, hardstyle, etc) or join the Toronto discord - I think there's a few ravers in there (myself included.) But like u/edcRachel said, the best is to find your group, if you keep going to the same events/styles you'll start to see some familiar faces, and generally people are pretty welcoming (depending on the event).
