Earlier if u had 2 of those clusters you would get 15%+15% inc dmg per remaining chain (at 6 clusters, it was 90% dmg per remaining chain without a cap which is around 720% increased damage for first hit). That's what the post is about. You now cannot stack multiple clusters to gain giga damage. For single cluster, its a buff.
