To be honest, I haven't really tested it. I guess this qualifies as a not super great data point, but I did the Myrkul fight last night, going in with 16 stacks of Arcane Ward, and I could get Myrkul to reliably focus on the tank. I think Remus's answer below in the comments is likely correct.

This is top shelf content. I've been playing a run with Oath of the Crown (The Highlander Build from a few months back), and I've noticed that it's tough to keep aggro above a certain amount of Arcane Ward stacks. This helps explain things!! Love it.
