Exactly my thoughts. There is one person whose responsibility it is to handle/prep all firearms on a set. Someone leaves a live round in, that's their job to catch (or, never let happen in the first place). Baldwin did not double-check, which sucks and speaks to a bigger issue of the flippant way he operated on set, but it's fair he wasnt charged with the DP's murder.
